Shelves, effects and backgrounds… You’d think no free app can provide all of these features, but Icons Skins Builder does just that. Before purchasing an expensive app such as Pimp Your Screen, you should give this one a try instead.
Magic Wallpapers and Backgrounds Editor
This app lets you create custom wallpapers with icon skins and app shelves. Nothing stands out about it. Even though it’s free, it’s not really worth downloading.
